The collar is neoprene with a velcro closure, backed by heavy nylon webbing and sturdy metal D rings. Two neoprene cuffs come with it and clip to the collar in several arrangements, hands at the throat, hands to one side, or one wrist up and one free.
Never tighten the collar so that it presses on the throat, keep two fingers of room, and never leave anyone in it alone. Wipe clean with a damp cloth. Ships fast in plain, discreet packaging.
